As stated in Section 20 of the Republic Act 7796 – the authority (TESDA) shall strengthen the network of national, regional and local skills training centers for the purpose of promoting skills development. This network shall include skills training centers. The Technical and Education and Skills Development centers shall be administered and operated under such rules and regulations as may be established by the Authority in accordance with the National Technical Education and Skills Development Plan.

• Rizal Provincial Technical Education and Skills Development Center was established in the year 1998, one in Cainta and another one in Binangonan through the effort of Cong. Gilberto M. Duavit and Gov. Casimiro M. Ynares Jr.

• Established in 2000 thru Resolution No. 98-28 dated August 31, 1998 of the Sangguniang Bayan of Cainta.

• Inaugurated formally in July 2000.

• Started initial operation in mid of 2000 with Building Wiring Installation, Refrigeration and Air conditioning, Electronics Servicing and Industrial Sewing Machine Operation as the initial courses offered.
